The Tower Hills are located between Grey Havens and Aldereon's village. The village of Black Hill can be found in the area. As a relatively safe region with several low level quests, Tower Hills is a recommended destination for new players to pray to. New characters praying to Tower Hills will be granted citizenship for a location fitting their race (Grey Havens for elves, Fornost for humans, etc).
